A permanent resident is someone who has been granted permanent resident status in Canada by Immigration, Refugees and Citizenship Canada (IRCC), but is not a Canadian citizen. Permanent residents are citizens of other countries. A person in Canada temporarily, like a student or foreign workers, visitors are temporary residents. (IRCC May 18, 2022)
